Senior Associate, Trade & Customs, KPMG US
Marcella is a Senior Associate with the KPMG Trade & Customs Managed Services practice based in the Tampa office. She has more than five years of experience supporting multinational organizations with export controls, sanctions, and restricted party screening (RPS) compliance programs. Her experience includes export licensing under the Export Administration Regulations (EAR) and International Traffic in Arms Regulations (ITAR), export classification, sanctions screening, compliance program development, and managed services operations.
Marcella works closely with global clients to design, enhance, and operationalize export compliance and sanctions programs. She has supported organizations operating under consent agreements and settlement obligations, conducted export compliance assessments, and led large-scale managed services engagements involving global delivery teams, training programs, quality assurance oversight, and regulatory compliance initiatives.
Marcella has supported clients across the aerospace and defense, advanced manufacturing, medical technology, enterprise software, and technology sectors. She has conducted export controls and sanctions compliance assessments, audits, and remediation activities for multinational organizations, including companies operating under regulatory consent agreements and settlement obligations. Her experience includes developing and enhancing global export compliance programs, policies, procedures, and Technology Control Plans aligned with EAR, ITAR, Office of Foreign Assets Control (OFAC), and Bureau of Industry and Security (BIS) requirements.
In addition, Marcella has led restricted party screening managed services operations, overseeing alert adjudication, quality assurance activities, KPI and SLA management, dashboard reporting, resource planning, and escalation governance. She has served as a primary client contact for managed services engagements, leading stakeholder communications, issue resolution, service delivery governance, and continuous process improvement initiatives. Marcella has also managed and trained global teams across U.S. and offshore delivery centers, developing onboarding programs, training plans, and quality review processes to support scalable managed services operations. Her experience further includes developing standard operating procedures, knowledge management resources, and operational frameworks, as well as preparing compliance assessments, remediation plans, governance dashboards, and client-facing reports to support export controls, sanctions compliance, and continuous program improvement initiatives.
Marcella holds a Bachelor of Science in Finance and a Master of Science in Accounting from the University of South Florida. She is a Certified Export Compliance Professional (ECoP EAR/ITAR) and a Certified Sanctions Specialist (CSS) through the Association of Certified Sanctions Specialists (ACSS).
