Ruben Pagan

Ruben Pagan is a Senior Manager with the KPMG Trade & Customs practice with extensive experience advising multinational organizations on export controls, economic sanctions, and global trade compliance. He specializes in U.S. regulatory frameworks, including the Export Administration Regulations (EAR), International Traffic in Arms Regulations (ITAR), and Office of Foreign Assets Control (OFAC) sanctions programs, as well as related international trade regimes.

Ruben brings nearly 10 years of experience across Big Four consulting, government service, and industry. He has supported complex, highly regulated global operations through trade compliance program design, risk management, and regulatory transformation initiatives.

Prior to joining KPMG, Ruben served as Senior Manager of Global Trade at Microsoft, where he led enterprise-wide export controls, sanctions compliance, and compliance modernization initiatives. Earlier in his career, he advised clients within the Trade & Customs practices at both KPMG and Deloitte. He began his career at the U.S. Department of the Treasury's Office of Foreign Assets Control (OFAC) as a Compliance Analyst, gaining valuable regulatory and enforcement experience.

Ruben advises clients across the full lifecycle of export controls and sanctions compliance programs, with a focus on organizations operating in complex environments undergoing transformation, restructuring, or acquisition integration. He leads cross-functional engagements to assess regulatory risks, integrate acquired entities, and align global compliance frameworks.

He has extensive experience managing large, multi-workstream projects across geographically dispersed organizations, including newly acquired businesses and joint ventures. His approach combines enterprise risk assessment, operating model design, internal controls, and technology enablement to support sustainable compliance programs while maintaining audit readiness.

Ruben has led export controls and sanctions assessments, remediation efforts, and transformation programs for Fortune 500 companies across the aerospace and defense, technology, software, and cloud computing sectors.
