Jim has 34 years of experience in the sales and use tax field. He joined KPMG after serving as the Chief of Staff for the Chairwoman of the Board of Equalization and current State Treasurer, Fiona Ma. Prior to that, Jim was appointed by Governor Brown as the Tax Consultant Expert for the Office of Senator George Runner, Vice-Chair of the Board of Equalization.
After serving in the United States Marine Corps, Jim began his career as a tax auditor. He later served as the Director of Sales and Use Tax Audit Policy for the Board of Equalization, where he resolved emerging issues, managed the voluntary disclosure program, and revised agency audit manuals. He takes pride in his reputation for challenging historical agency positions in the interest of taxpayer fairness.
As the primary contact for KPMG’s State Tax Resource Network for all matters related to California Indirect Tax, Jim’s knowledge and sales tax agency experience have proven to be effective in the favorable resolution of client disputes.
